House Demands Budget Performance Report

first_imgThe House of Representatives has said that the proposed National Budget of 2014/2015 submitted by President Ellen Johnson Sirleaf on Wednesday, May 21, will not be opened for scrutiny without the submission of Budget Framework document, which, according to them, provides overview for the pending fiscal year.Plenary took the decision last week when Speaker J. Alex Tyler briefed his colleagues on issues relating to the draft 2014/2015 Budget, noting that the bill was submitted with only a transmitter letter from the President.The submission of the required documents and contents of proposed budget is a requirement under Section 12 (a) (b) (c) (d) (e) (f) and (g) of the Public Financial Management Law of Liberia (PFML).  Speaker Tyler informed his colleagues that the proposed budget “must contain a detailed annual estimate set alongside the previous budget year outturns, current year original budget as well as the actual outturns base on available data and projected outturns for the current year.” He maintains that the details and content of the annual budget estimate shall be defined in regulations issued by the Minister of Finance under the PFML.Meanwhile, the House’s Plenary cautioned the Executive to attach urgency to the submission of the required documentation to avoid further delay as the April 30th deadline for budget submission has expired under the PFM.  Share this:Click to share on Twitter (Opens in new window)Click to share on Facebook (Opens in new window)last_img read more

Sharon Osbourne Asks Croatia To Prevent Chinchilla Torture On Fur Farms

first_imgThis week, X Factor judge and animal advocate Sharon Osbourne wrote to Croatia’s minister of agriculture, Davor Romić, asking him to preserve a complete ban on fur farming – which is scheduled to take effect on 1 January 2017 but is currently threatened because of a proposed exception for fur taken from chinchillas.After banning fur from her own closet, Osbourne teamed up with PETA US to narrate a video revealing how chinchillas suffer and die on fur farms and urging everyone to refuse to wear fur coats or trim.“I applaud Croatia’s decision to ban fur farming, as many other European countries have done, but I was shocked and disappointed to learn of a proposed exception to the ban that would allow the breeding and slaughter of chinchillas for their fur,” she wrote. “On behalf of kind people everywhere, I urge you to consider the following information and then make the decision to preserve a complete ban on fur farming.

“I used to wear fur but had a change of heart after learning about how terribly animals suffer in the fur industry. As you can see in this exposé that I recently narrated for PETA, chinchillas are often confined to tiny, filthy cages before workers snap their necks or electrocute them. “Toe-to-ear” electrocution immobilises chinchillas but leaves them conscious as they experience all the pain and agony of a full-blown heart attack. As on most fur farms, the animals seen in this exposé were denied veterinary care, and the owner of the farm even splinted broken bones and amputated limbs without anaesthetics.“There is so much suffering inherent in the fur industry – and all just for a silly fashion statement. Fur farmers have had 10 years to make the transition out of this cruel trade, and 1 January 2017 is a date to look forward to. Please take a stand against horrific cruelty to animals and use your influence to spread a message of compassion. Kevin Ware Cleared to Travel With Cardinals to Atlanta

Louisville guard Kevin Ware, who sustained compound fractures to his right tibia in the first half of Sunday’s 85-63 victory over Duke, has been cleared to travel with the Cardinals to his hometown Atlanta for Saturday’s Final Four game against Wichita State.Ware, who underwent surgery immediately after sustaining the gruesome injury, gave his first on-camera interview Wednesday morning with ESPN.“A lot of the guys are still trying to get over the fact of me being out, not being able to play,” Ware said. “But I told them, ‘You all are going to be hearing the same out of me.’”The sophomore guard said that his injury was a freak accident, occurring after he contested a jump shot and did not see where he was landing.There was some speculation that Ware may have had a prior stress fracture or shin problems that caused the injury of such magnitude, but he said he did not.“I just want to win at this point,” Ware told ESPN’s Rece Davis. “That would mean so much more to me than anything.”Defeating the Shockers and winning a national championship would be even more  rewarding for Ware, as he would be in his hometown of Atlanta. Ware played high school basketball at Rockdale County High School, just outside the city, before moving to New York to finish his high school basketball career in the Bronx.Ware returned to campus on Tuesday after he was released from an Indianapolis hospital. He will use crutches for the next eight to 12 weeks before he can start rehabilitation, which will take at least a year.“The most important thing to me is he’s going to be fine again some day. He’s going to play basketball,” Cardinals coach Rick Pitino told ESPN Wednesday. “As long as I know that, everything going to be fine.”Ware said he has no intentions of  ever watching the replay of how he broke his leg, because the injury is now in the past. He acknowledged that if he were to see the replay, it would affect his mental state.But he said if the Cardinals win the national championship, he would not hesitate to help his teammates and coaches cut down the nets. read more

Adobe Opens Wired New Yorker Tablet Platform to Publishers with Analytics

first_imgThe Digital Publishing Suite aims to be a comprehensive solution for turning traditional magazines created in InDesign into digital publications that can be distributed to devices of all sorts. But the one aspect that intrigues me most is this: It includes Omniture analytics for digital magazines. (Adobe acquired Omniture a year ago for $1.8 billion.)If you use the suite to produce tablet versions of your magazine, you can use the analytics service to get a bevy of information about how they’re being read—all aggregated and anonymized to avoid privacy issues. You can see whether readers are opening the issues they’ve bought. You know which stories they’re jumping to, and whether they tap through every page of an article or abandon it after the first one. You can confirm whether they’re watching ambitious multimedia elements such as embedded video. And you can tell whether they’re reading front-to-back, back-to-front, or hopping around randomly.It sounds like a goldmine of useful information that publishers could use to make publications that serve their readers better. And much of it might help with a magazine’s traditional, dead-tree version, too—I suspect that there’d be a correlation between covers that prompt tablet subscribers to open the issues quickly and ones that are newsstand winners.Analytics can’t tell you everything you need to know about your readers’ relationship with your content. Seeing that a lot of people chose to read a particular article, for instance, says nothing about whether they liked what they got once they finished. So traditional research such as surveys and focus groups still have their place, and free-form feedback such as reader comments on online versions of stories can be very useful. But I know that if I were editing a magazine with digital editions produced with Adobe’s suite, I’d be hungry for the new clues about reader behavior that these analytics could provide. Back when I was editor of PC World, creating a magazine that newsstand buyers and subscribers loved was one of the great pleasures of my job. It was also something of a dark art. There were plenty of signs we’d succeeded: issues flying off the stands, renewal rates staying healthy, high scores in the pricey reader surveys we conducted. But in the end, connecting the dots of reader satisfaction was difficult, and agonizingly slow.(The closest I got to instant gratification, incidentally, was when I traveled on an airplane and happened to sit next to someone who was reading PC World. Rather than introducing myself, I’d peek out of one corner of my eye and see which articles my neighbor lingered on, and which ones he or she skimmed right past.)On the Web, things are different.  Analytics services such as Omniture let editors and other media types see what’s getting read, what’s getting ignored, and how consumers navigate through everything a site has to offer. They let you make decisions in real time, rather than waiting for months.At Adobe’s MAX conference in Los Angeles this week, the publishing software company is announcing its Digital Publishing Suite, the fully-commercialized version of the system that Wired, The New Yorker, and other publications have been using to create iPad versions of their magazines. YouTube recommendations for altright videos have dropped dramatically study shows

first_imgSOPA Images Google has made “major changes” to its recommendations system on YouTube that have reduced the amount of “alt-right” videos recommended to users, according to a study led by Nicolas Suzor, an associate professor at Queensland University of Technology.During the first two weeks of February, alt-right videos appeared in YouTube’s “Up Next” recommendations sidebar 7.8 percent of the time (roughly one in 13). From Feb. 15 onward, that number dropped to 0.4 percent (roughly one in 250).Suzor’s study took random samples of 3.6 million videos, and used 81 channels listed on a recent study by Rebecca Lewis as a starting point. That list includes voices like Richard Spencer, an American white supremacist, but also includes more mainstream voices like Joe Rogan, who does not self-identify as alt-right but often plays host to more extremist voices on his podcast (including alt-right figures such as Alex Jones).The drop appears significant, but it’s difficult to figure precisely how that drop occurred. We don’t know if YouTube is targeting ‘alt-right’ videos specifically or if the drop off is part of broader changes to YouTube’s recommendation system.YouTube has long spoken about making changes to recommendations. As early as two weeks ago, YouTube was criticised for allowing the flat-Earth movement to flourish using its platform.In response, YouTube has attempted to curtail what it refers to as false information. YouTube says freedom of speech is central to its core tenets, even when people express controversial beliefs, but has been working to reduce the spread of misinformation on its platform.YouTube has also been investing in surfacing credible voices on its platform. “In the last year alone,” said one recent YouTube blog post, “we’ve made hundreds of changes to improve the quality of recommendations for users on YouTube.”In that same blog post, YouTube said it was planning to reduce “recommendations of borderline content and content that could misinform users in harmful ways — such as videos promoting a phony miracle cure for a serious illness, claiming the Earth is flat, or making blatantly false claims about historic events like 9/11.”YouTube stated it would be a gradual change, and apply to less than 1 percent of the content uploaded on YouTube.In a statement sent to CNET, a YouTube spokesperson said the platform wasn’t targeting alt-right videos.”We announced in January that we are reducing recommendations of borderline content or videos that could misinform users in harmful ways. We have not had a chance to thoroughly review this study, however, our recommendation systems are not designed to favor or demote specific misinformation based on specific political perspectives.”Speaking to CNET, Nicolas Suzor is looking for more transparency from YouTube regarding how and why certain videos are recommended.”It’s not good enough that we have to guess about how well these systems are working,” he said, “and our research can only observe from the outside. Bangalore airport passenger traffic up 23

It marks an increase of 22.6 percent over 14.1 million passengers who arrived or departed from the airport during the corresponding period last fiscal.The growth was higher in the domestic passenger segment at 24.5 percent, with the airport handling 14.2 million passengers in the 11-month period of the current financial year, as against 11.4 million passengers in the year-ago period, the Bangalore International Airport Ltd. (BIAL) informed International Business Times India in a statement Monday. The airport handled 3.1 million international passengers, up 14.8 percent from 2.7 million passengers in the previous financial year’s 11 months.In calendar year 2015, the Bangalore International Airport handled 18 million passengers, 25.2 percent more than the earlier year.BIAL is a joint venture between the GVK Group, the Airports Authority of India (AAI) and the Karnataka State Industrial Investment & Development Corporation (KSIDC) and other private promoters, according to GVK Group’s website.In 2014-15, the airport handled 15.40 million passengers and 279,532 metric tonnes of cargo.Domestic air traffic has witnessed consistent growth in the past few months and in calendar year 2015. For the 12-month period ended December 2015, domestic airlines carried 810.91 lakh passengers, a growth of 20.34 percent over 673.83 lakh passengers in calendar year 2014.The overall domestic passenger traffic grew 22.58 percent to 76.55 lakh passengers in January 2016, up from 62.45 lakh registered in January 2015.India is the ninth-largest civil aviation market in the world, with a market size of around $16 billion.The Indian market overtook both Australia and Japan during 2015 and is currently level with Russia at around 1.2 percent of global (revenue passenger kilometers, or RSKs), according to global industry body, the International Air Transport Association (IATA).SpiceJet, IndiGo, GoAir, Jet Airways, AirAsia, Air Costa, Vistara and state-owned Air India are the major players in the domestic aviation space. Emoluments Hearing Hints At What May Be At Stake Trumps Tax Returns

Richards/AFP/Getty ImagesIf there’s one thing President Trump‘s critics want from him, and he refuses to give up, it’s his tax returns.The returns didn’t come up during Wednesday’s hearing in U.S. District Court for the Southern District of New York in Manhattan. But the hearing was the first step in a process that could loosen Trump’s grip on them.If the next step goes the plaintiffs’ way, the case could make the president’s tax returns surface.Trump is being sued by four plaintiffs who allege he is violating anti-corruption provisions in the Constitution, namely, its Foreign and Domestic Emoluments clauses.If Judge George Daniels says the plaintiffs have legal standing to proceed with the suit, they then can seek internal financial documents, including those tax returns.“We will be looking for detailed financial records, foreign and domestic transactions, in the president’s businesses,” plaintiffs’ lawyer Joseph Sellers told reporters after the hearing. “If the tax returns turn out to be relevant we may seek them.”Trump is the only president since 1977 to withhold his tax returns from voluntary disclosure. Unlike recent presidents, he has also refused to comply voluntarily with the federal conflict-of-interest law. Doing so would have forced him to separate himself from the Trump business empire.The lawsuit comes from three plaintiffs in the hotel and restaurant industry, and one watchdog group, called Citizens for Responsibility and Ethics in Washington.The Constitution’s clauses banning emoluments — that is, money and other favors — are meant to keep federal officials out of conflicts of interest.Plaintiffs’ lawyer Deepak Gupta told Daniels that Trump’s Washington hotel is “an emoluments magnet.” Its international business has been burgeoning, according to news reports.Justice Department lawyer Brett Shumate said the plaintiffs failed to show they have been injured by Trump hotels and restaurants, so they wouldn’t have legal standing.As the hearing wrapped up, Shumate opened a possible argument that presidents aren’t even covered by the Foreign Emoluments Clause.
