Wangi, Majanjaalo set to join Basena in Rwanda

New tax services, quicker returns

first_img3 July 2012 South Africa’s tax season for individuals opened on Sunday, with new services and technologies available to make the process of annual filing even quicker and easier. Taxpayers can expect quicker returns, with assessments now expected to take an average of three minutes and refunds to taxpayers to be paid into their accounts the next day. Those who visit SA Revenue Service (Sars) branches will leave with their assessments. According to Sars Commissioner Oupa Magashula, South Africa has seen one of the quickest uptakes of electronic filing (e-filing) of tax returns since the service was introduced in 2006, with more than 99% electronic submissions – either through e-filing or through a Sars branch – in 2011. “Only 22 000 manual returns were submitted last year,” Magashula said at Monday’s launch of the 2012 tax season in Pretoria.E-filing for tablets, mobiles; ‘co-browsing’ Magashula said final testing was under way on new services, including a new e-filing application for iPads and smart phones and a mobi site for mobile phones, which would come online within the next six or seven weeks. Taxpayers are invited via Facebook and www.sars.gov.za to take part in the pilot service. For taxpayers with internet access who feel unsure about e-filing on their own, Sars has developed a Help-You-eFile service offering real-time call centre assistance to help them file electronically without having to visit a branch office. The “co-browsing” service will allow the call-centre agent to see exactly what the taxpayer is seeing and doing on their computer in real time. Non-provisional taxpayers who submit their returns via e-filing or at a Sars branch have until 23 November to make their submissions, while provisional taxpayers who submit their returns via e-filing have until 31 January. Taxpayers submitting manual returns via post or a Sars drop box have until 28 September to file.Registered taxpayer numbers have doubled The number of people registered as taxpayers in South Africa has doubled in the past two years, according to Business Report, growing from 6-million in 2010 to 13.7-million in March 2012. While many registered taxpayers fall below the income tax threshold, an estimated 12-million individual taxpayers contributed R251.6-billion to South Africa’s revenue last year. Speaking at Monday’s launch, Finance Minister Pravin Gordhan thanked the public “for their loyalty to the country, enabling government to do what it has done in the past 18 years – some of which could have been done differently, and some which could have been done better”. The relationship between taxpayers and the government is crucial in order to have a viable democracy, Gordhan said. “Governments and the fiscal strength of governments play a very important part in sustaining both the government itself and the economy more generally. “That relationship between taxpayer and government, and government and the citizen generally, is a crucial relationship that we need to sustain if we are going to have a viable and meaningful democracy,” Gordhan said. “What we are trying to generate is the right kind of values in our society, values that say we must be honest about what we earn, values that say that we must declare honestly, values which say that we recognise that our taxes are going to contribute to the wellbeing of other South Africans that are not as well off as we are. “There’s the value of solidarity that we must be mindful of,” Gordhan said. 1 lakh Rajasthan government college students take monthly exam without invigilators

first_imgIn a first-of-its-kind exercise, about 1 lakh students of government colleges in Rajasthan on Monday appeared in an examination which was virtually a test of their honesty. The newly introduced monthly academic test was conducted without invigilators, while no equipment, such as CCTV cameras, were installed in the classrooms to monitor the activities of students.The test, scheduled for the 29th of every month in the 2019-20 session, will not only assess the academic knowledge of the students but also their honesty, truthfulness, self-control and self-confidence. Teachers left the classrooms after distributing question papers and came back after an hour only to collect the answer sheets when the time was up.‘Overwhelming response’“The students’ response was overwhelming in all the 237 government colleges across Rajasthan. Their enthusiasm showed how important it was to inculcate ethical values among youths,” Pradeep Kumar Borad, State Commissioner (College Education), told The Hindu. He said the exam was a “dual test” of the students’ intellect and honesty, both of which were important for their success.The monthly tests have been introduced for the first time this year as part of the ‘Akashi Calendar’ for higher education, which has scheduled various activities during the session that started on July 1. Mr. Borad said a test of general knowledge on July 13, in which 31,097 students appeared, was also praised for its objective of widening the horizons of students.Mr. Borad, who is also Special Secretary-Higher Education, said the activities of organising coaching classes, formation of student houses, and a tree plantation drive, would be taken up in the due course, but the single most significant initiative was the invigilator-free monthly tests, which would strengthen moral principles among the students in an unmatched way.‘Self-analysis’Alka Agarwal, Principal of the Government Girls’ Post-Graduate College, Jhunjhunu, said all the 1,400 students of her college wrote the exam and gave a positive feedback. “Such an activity is important for our students, who come from nearby villages and remote hamlets. The self-analysis of their performance will help them achieve academic excellence,” she said.Another significant aspect of the test is that its result will not be announced publicly. Mr. Borad said the students would be apprised of their performance individually after their answer sheets were checked. “When the students know that the results will not be put on the college’s notice board, they will give the test honestly and analyse their own performance. The tendency to cheat will decrease.”The college concerned will maintain the record of performance of each student, but the marks obtained in the monthly tests will not be added in the final result. In Monday’s test, each subject had a 20 marks question paper, comprising 11 questions, including five objective type, five very short answer type and one short answer type question.The students had the freedom to use their own notebooks, registers and blank papers as answer sheets. Sanction unlikely for Ravi Nandan as only 11 Indian umpires for IPL

first_imgNew Delhi: Umpire Sundaram Ravi, whose no ball howler cost Royal Challengers Bangalore heavily in an IPL match and led to an angry outburst by RCB skipper Virat Kohli, is unlikely to be sanctioned due to lack of officials with international experience on the BCCI roster. Currently there are only 11 Indian Umpires allotted for on-field and TV duty for 56 IPL games, which means Ravi might get negative marking from the match referee but BCCI can hardly take any corrective measures beyond that. Out of them 11 are Indian and six foreigners from the Elite Panel. Apart from them, we have six more Indians as fourth umpires,” a member of the now defunct Umpiring sub-committee, who is privy to allocation of assignments, told PTI on Friday. Ravi, the only Indian in the ICC’s Elite Panel, failed to spot an obvious no ball from Mumbai Indians’ Lasith Malinga as RCB lost by six runs under controversial circumstances. Ironically, Nandan was adjudged best Indian umpire in the BCCI awards two years ago. There is speculation in the BCCI that Ravi and Nandan may not be used in the play-off games of IPL but it’s a very preliminary thought since overseas umpires like Marais Erasmus, Chris Gaffaney are around. The BCCI brass, along with the Committee of Administrators (COA), has long been worried about the declining standard of Indian Umpires but has not been able to come up with a feasible solution. “Even in those 11, we have only five who are assigned international matches. Apart from Ravi, we have Nandan, Shamshuddin, Anil Chaudhary and Nitin Menon, who are in ICC’s international panel. The other six are currently officiating in domestic games,” he said. “Match referee Manu Nayar has no option but to mention the errors by Ravi and Nandan in his report but you can’t just off-load Ravi. Let’s accept, the replacements will be worse. So penalising him is out of question,” he added. One of the core issues that BCCI has been unable to address is the qualifying structure through which umpires are coming up the ranks. As per data accessed by PTI, there were about 114 umpires who had officiated in around 2000 BCCI games of all age groups (Men and Women). This year’s Ranji Trophy had been marred by umpiring howlers and fatigue was a reason cited by many for the bloopers. The most notable was Cheteshwar Pujara being ruled not out during the Ranji Trophy semi-final between Saurashtra and Karanataka. R Vinay Kumar had induced a big nick that the umpire couldn’t hear and the India international scored a hundred which proved decisive. The number is very less and more so because those appearing for BCCI’s Level 1, 2 or 3 umpiring Test have been found to be well below par. “We have the National Academy of Umpires (NAU) in Nagpur. To procure a form and get enrolled there, you need a recommendation from local state association. The system itself is flawed,” a retired former first-class umpire, who didn’t wish to come on record, said. It has been learnt that BCCI also intends to clamp down on some umpiring academies, where candidates are allegedly prepared for the BCCI level tests, which gives them direct advantage over other meritorious candidates.last_img read more

The aim, to bring awareness to the threat of climate change among world heritage site managers and policymakers, as well as the main elements of useful management strategies to respond to climate change.The meeting is hosted by Jamaica’s Culture Gender, Entertainment and Sport Ministry in collaboration with UNESCO and the Climate Change Division of Ministry of Economic Growth and Job Creation.Some 40 delegates from 12 Caribbean countries with existing World Heritage properties are expected to attend.Acting Permanent Secretary in the Ministry of Culture, Gender, Entertainment and Sport, Dr. Janice Lindsay says participants are persons who manage the heritage sites and are able to speak on how they function, and give policy makers a better understanding so they can speak to the various Government responses from the different islands. In addition, Dr. Lindsay says the sector’s best practices will be shared among stakeholders.
